RULES ARE SUBJECT TO CHANGE PER EVENT

 I. PURPOSE

The purpose for these youth basketball tournaments is to promote young basketball talents while providing a safe, fun and competitive option for youth tournament level play. It is also our goal to support and ensure good sportsmanship and fair play among all youth participants.  

II. ELIGIBILITY

a. Grade Levels:

Boys: 1st - 12th grade 

Girls: 4th-12th grade

We use the student athlete’s grade & age for eligibility for our divisions. For example 13u is 7th grade as 14u is 8th grade and so forth. All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final. 

b.  All team rosters and fees must be submitted before teams are allowed to participate.

c. Teams are required to produce proper eligibility documentation i.e birth certificate &/or report card  before the team’s first game of the event for all players on their organization’s official team roster or they will be in jeopardy of forfeiting that game & and any other game until the documents are produced.  All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final.

III. UNIFORMS

a. Teams must wear non duplicating numbered, same/similar colored tops and same/similar colored shorts during all games.

b. . No Jewelry is allowed during games; this includes but is not limited to rings, bracelets, watches, necklaces and earrings. Only soft hair bands and ties are allowed during games.

c.  Athletic footwear is required for all participant.

IV. PARTICIPATION RULES

a. Teams may ONLY consist of players that are on the current team roster that MUST be submitted by each team prior to their first game. Player added after the roster form will result in forfeiture of the game in question.

b. A player may NOT play on 2 different teams in the SAME age group during the tournament for any reason. NO EXCEPTIONS. They MAY play in 2 different age groups if the player is listed on both teams rosters prior to each team’s first game.

c. Players found in violation of any of the participation requirements will be immediately disqualified from the tournament and all games the team played with that player will be declared forfeits. All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final.

V. GAME RULES

 A team must have at least 5 players to start a game unless agreed upon by both teams. A team may play with less than 5 players during a game as long as the original starting requirements were met. Players are allowed 5 personal fouls. Technical fouls DO count as personal fouls.  All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final. 

  1. Teams are allowed a 10 minute grace period beyond the scheduled start time of the game. If a team is unable to produce the total starting amount of players required they will be charged with a forfeit. All decisions made in these cases will be at the discretion of the Tournament Director(s) in charge.
  2. With the exception of injury, coaches are not permitted on the playing floor. The Head Coach is the only person permitted to discuss a call with the referee and should be limited to questions regarding rule interpretations. Violations of this rule will result in an automatic Technical foul.
  3. Ball Sizes will be as follows:
    1. K - 6th grade boys and all girls divisions will use a 28.5 size ball unless otherwise agreed upon by the coaches.
    2. Everyone else will use a regulation sized ball

  5. All teams regardless of age division will receive 4 full time out
  6. Games will be played with a STOP clock. The game clock will only RUN for:

     when a team is leading by more than 20 points

    1. **If a team has a lead of more than 20 points in the first half, the clock will not stop until the lead falls below the 20 point mark or time runs out. **If a team has a lead of more than 20 points in the second half, the clock will not stop until the lead falls below the  point mark or time runs out

    2. Any situation deemed necessary to run the clock for purposes deemed necessary– approval must be made by tournament director in charge. All decisions made in these cases will be at the discretion of the Tournament Director(s) in charge.
  7. Overtime
    1. In the event that a game is tied at the end of regulation play, a three (3) minute overtime will be played.
    2. If the game remains tied after one overtime period, over time periods of two minutes will be played until the tie is broken. The clock will stop with every whistle.
    3. Each team will have/receive one time out at the beginning of each overtime period. They do not roll over.
  8. Full Court Pressure
    1. If at any time during the game a team (any age division) gains a lead of 30 point or more, NO more full court pressure will be allowed until the score differential drops below 20 points. We are about sportsmanship!
  9. The Lane
    1. In all age divisions the standard 3 second lane restriction applies
  10. No more than three (3) coaches will be allowed on the bench at any 1 time
  11. Protest FEE
    1. A $100 fee will be charged for all PROTESTS.
    2. Coaches and Organization Representatives wishing to protest must:
      1. Verbally communicate your intentions to PROTEST to one of the Tournament Directors
      2. Submit cash payment of protest fee to Tournament Director
        1. Protest may only be made regarding player eligibility/roster violations.
        2. If a protest is upheld the FEE will be returned to the requester.
        3. All protest must be made within the 15 minutes of the conclusion of the game in question.

          Teams are required to produce proper eligibility documentation (i.e birth certificate &/or report card). (Easiest thing to do: bring proper documents with you to ALL GAMES to ensure no issues for your organization)

        4. All decisions made regarding PROTESTS by the Tournament Directors are FINAL.
        Time lengths, foul line and goal distances will be as follows:

VI. CODE of CONDUCT

  1. Player Conduct
    1. Coaches and Organization Representatives will be held responsible for the conduct of their players and fans.
    2. No Profane language, taunting, fighting or unruly conduct will be tolerated before, during or after games.
    3. If a player receives an ejection for flagrant or unsportsmanlike conduct, the player will be removed from the game and banned from playing in the teams next played game. (Forfeits do not count; the player must sit out of a live game). All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final.  
    4. If a player receives 2 flagrant ejections during the course of the tournament, he/she will be banned from the remainder of the tournament entirely. All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final.  
    5. Any player receiving a total of four (4) technical fouls (for any reason) during the course of the tournament will be banned from participating in the remainder of the tournament.
    6. 2 technical fouls in any given game is an AUTOMATIC ejection for the player or the Coach in question for the remainder of the game.
  1. Coaches Conduct
    1. If a Coach is ejected from a game for unsportsmanlike conduct he/she will BE observed CLOSELY in their next played game. Any rule violations will result in AUTOMATIC Technical &/or Ejections.
    2. If a Coach receives a second ejection at any time during the tournament he/she will not be permitted to coach for the remainder of the tournament.
  1. Parental Conduct
    1. Coaches and Organization Representatives will be held responsible for the conduct of their players and fans.
    2. No Profane language, taunting, fighting or unruly conduct will be tolerated before, during or after games.
    3. If a parent receives an ejection for unsportsmanlike conduct, the parent will be removed from the game and banned from the facility for the rest of that game or even that entire day. All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final. 
    4. If a parent receives a second ejection at any time during the tournament he/she will not be permitted to return to the tournament for the remainder of the tournament. All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final. 
    5. County authorities will be called to the gymnasium to remove anyone (Coach, Player or Patron) who has been ejected by officials or tournament directors (and will not leave the facility) and/or anyone who is “deemed” to be a threat to the safety of the event. 

All final decisions in these cases will be made by the tournament director on site & all his/her decisions are final.
